Here is a message board discussion about free/cheap/budget places to camp on San Juan Island.
The Orca Inn is a wonderful, cheap and simple place to stay! The employee we met was cheerful and efficient, the room was very clean, and the grounds were immaculate. This place is CHEAP! And there was no noise, from other rooms or revelers elsewhere.
